The Territory of the Cocos Islands is an Australian overseas territory in the Indian Ocean that consists of a small archipelago located roughly halfway between Australia and Sri Lanka and close to the Indonesian island of Sumatra. The territory's dual name reflects the fact that the islands have been known as the Cocos Islands or the Keeling Islands in the past. The territory is made up of two atolls made up of 27 coral islands, only two of which are inhabited – West Island and Home Island. The Cocos Malays, who mostly practice Sunni Islam and speak a dialect of Malay as their first language, make up the majority of the population of about 600 people. As an Australian external territory, the territory is governed by the Australian federal government's Department of Infrastructure, Transport, Regional Development and Communications, and it is part of the Australian Indian Ocean Territories administrative grouping with Christmas Island. The islanders do, however, have some self-government through the shire council. The state of Western Australia provides many public services, including health, education, and policing, and Western Australian law applies unless the federal government has decided otherwise. Western Australian postcodes are still used in the territory. The islands were discovered by British sea captain William Keeling in 1609, but settlement did not begin until the early nineteenth century. John Clunies-Ross, a Scottish trader, was one of the island's first settlers; many of the island's current residents are descended from the Malay workers he brought in to work his copra plantation. For nearly 150 years, the Clunies-Ross family ruled the islands as a private fiefdom, with the family's head serving as resident magistrate. In 1857, the British conquered the islands, and they were ruled from either Ceylon or Singapore for the next century. Although the territory was sold to Australia in 1955, the Clunies-Ross family retained nearly all of the island's real estate until 1979.
